Anyone here know if PSP 2023 will be the last version? I have been wondering since no new version came out last year and now the forums will be closed next week. I am guessing that these are not the strategy of a company that has long term plans for the future...

No one knows, this could simply be a case of restructuring and determining what they do and do not want to be part of their strategy. If I remember correctly they inherited the forums when they bought Ulead. And they weren't majorly active with it.
With shake-ups they probably didn't have the resources to put together a whole new version of the program.
One would argue Corel didn't have a very solid plan for a really long time. And they've been part of at least two separate parent companies buying them up.
There is a lot to interpret from their actions and not a lot of substance. After all, a company doesn't think like a user. They think like a company who spent money buying a product and want to cut costs to make as much profit as possible.

On the other hand, some people have left Adobe for that very reason so Corel/Alludo currently benefits from those "new" customers. It is one appealing feature in this sea of subscriptions.

Technically Alludo already has a subscription version of PSP on the Microsoft App Store. I think the subscription cost was $7.99/month or $80/year. So it's cheaper subscription-wise to get the full year ($80 vs $95) but because there are no upgrade discounts it's just paying for the full cost of the software every year on a non-perpetual license.
Hopefully, it's not doing well (reviews are horrible) and they've seen the unlikely chance it'll ever catch on. Though, if I'm being honest, I'm not convinced Alludo hasn't already squandered their ability to be truly competitive these days. It's probably going to take a massive update/project to get PSP back up to speed. I do hope that's what not releasing a new version for 2024 is all about, a massive code re-write taking up all their time and not just a business shake-up that's potentially down-sizing everything for profitability.

Subscription model was also one of my first thoughts, brrr. Let's see what they do with their brands and where the AI stuff leads.

Personally, I think they should listen to what their customers want, before going for any subscriptions. I also, agree updates would be ok if they do not want to bring out a new version each year.

I do hope I am mistaken, however I fear we are watching the death throes of this software. With no updates to Aftershot Pro3 for many years, and just a stripped down version as an afterthought in PSP2023, development seems to have stalled.
Add to this the expensive "extras" in the store that have very little use, and the many reported bugs, I cannot see this becoming viable for subscription.

Doesn't seem very promising, at the moment. If I have understood it correctly, there is no developers team for PSP anymore.
On the other hand, I have been using PSP since version 5 and buying it since X2 every year. When 2023 came out, I downloaded the trial to be able to write about it. I never bought it. Not sure if I would buy a new version if it came out. It really has to be very different, yet recognisable. And certainly not a subscription model.
I write for and give support to a niche group in the Dutch language that uses materials like tubes and plugins to make digtital creations. Most of them are pensioners. For that group PSP is still popular. Even on an international basis. Tutorials are translated in a few European languages and v.v. It is a solid base that has been around for a long time. There is very little interest in photo editing options. Buying the new version every year was part of the hobby. But since the, unavoidable, transition from 32-bits to 64-bits only, that group has lost interest in buying a new version as none of the familiar plugins work in an 64-bits environment. With that a group of loyal annual buyers have been lost.
For people who use PSP as a photo editing app, there are other options. From free to subscription.
What is left for the owners of PSP to develop?

I too regret that the 32-bit version is no longer in development. It's also a shame that the KPT filter is no longer offered with it and has reduced functionality; Windows 11 is only offered in a 64-bit version, so maybe it's a change of times, but it would be nice to have a compatibility mode that allows 32-bit plug-ins to be used. Not quite a new version release, but Corel PaintShop Pro 2023 Update 2 was released in Last August and can be updated for free; AfterShot Lab is now compatible with more SLR cameras, drones, and more. Ak som to správne pochopil, pre PSP už neexistuje tím vývojárov. Na druhej strane, PSP používam od verzie 5 a kupujem si ho od X2 každý rok. Keď vyšiel rok 2023, stiahol som si skúšobnú verziu, aby som o nej mohol písať. Nikdy som to nekúpil. Nie som si istý, či by som si kúpil novú verziu, ak by vyšla. Musí to byť naozaj veľmi odlišné, no predsa rozpoznateľné. A určite nie model predplatného. Píšem a podporujem špecializovanú skupinu v holandskom jazyku, ktorá používa materiály ako trubice a pluginy na vytváranie digitálnych výtvorov. Väčšina z nich sú dôchodcovia. Pre túto skupinu je PSP stále populárne. Dokonca aj na medzinárodnej úrovni. Návody sú preložené do niekoľkých európskych jazykov a vv Je to pevný základ, ktorý existuje už dlho. O možnosti úpravy fotografií je veľmi malý záujem. Každoročné kupovanie novej verzie bolo súčasťou hobby. Ale od nevyhnutného prechodu z 32-bitových na 64-bitové iba táto skupina stratila záujem o kúpu novej verzie, pretože žiadny zo známych doplnkov nefunguje v 64-bitovom prostredí. Tým sa stratila skupina lojálnych ročných kupcov. Pre ľudí, ktorí používajú PSP ako aplikáciu na úpravu fotografií, existujú ďalšie možnosti. Od bezplatného po predplatné. Čo zostáva majiteľom PSP rozvíjať?
